Contract to design, build, operate and maintain the South Kilburn District Heat Network - The London Borough of Brent (the Authority) is issuing a Contract Notice for a district heating network in South Kilburn. The Council is seeking a contractor to design, build, operate and maintain the ‘South Kilburn District Heat Network’ (SKDHN) to serve the South Kilburn regeneration area. SKDHN will be fully owned by the Authority. The Authority will own the heat generating plant and distributing network to the heat exchangers. The Initial Works will be followed by the Additional Works as set out in Appendix 2 of the ITPD (Specification) and defined in Clause 1 (Definitions and Interpretation) of the South Kilburn DHN Agreement. Tenders will be published on the London Tenders Portal (also known as Proactis) and potential suppliers that are interested in tendering are encouraged to register (free of charge) at: https://www.londontenders.org The term of the contract is for an anticipated build period between 2025 and 2032. The term of contract includes fifteen years operation period with the ability for the Authority to extend for an additional period up to 10 years. Following the installation of air source heat pumps (ASHPs), the completed network will supply low carbon heat via a buried network (spine trench length of 2.7 km) and its total annual heat demand is expected to be 20.8 GWh. The draft terms and conditions related to the contract are included within this procurement documentation. The final contract may include social and/or environmental obligations on the supplier. Heat Networks Operation & Maintenance and Metering & billing Tender - Notting Hill Genesis (NHG) is looking to put in place four contracts for Heat Network Operation, Maintenance, Metering & Billing works. NHG are creating four contracts across two work streams which will be referred to as lots. The first lot will be for the Operation, Maintenance & Metering of our Heat Networks. Lot 1 will be divided into lot 1a and lot 1b in order to spread the work load of NHG heat networks across two suppliers. Suppliers are able to bid for both lots, but will only be able to win one of the lots. This is the same for the second lot Billing Systems. Lot 2 is divided into lot 2a and 2b for the different types of billing systems. Please note this is not a framework but 4 separate contracts. Kingston Maurward College Low Carbon Heating Project - The purpose of this pre-qualification is to provide you with detail about the project, so that you can advise us which aspects of the project you wish to bid for; and if any of these are of interest, to seek responses to the pre-qualification questionnaire. From these responses we will be selecting a shortlist of Contractors to issue an Invitation to Tender. The project will install 2 district heat networks at Kingston Maurward College, Dorchester, which will use ground source heat pumps to replace the existing oil and LPG boilers as the source of heating and hot water. The College has obtained a Government Public Sector Decarbonisation Scheme grant which requires that the project must be completed by 31st March 2022. Project Overview The project is split into 2 districts and a ground array as follows: 1. Main District: High temperature GSHPs with a total capacity of approximately 400kW will be required. These are to be located in a new prefabricated plant room, which will be sited on a slope and require a raised foundation slab. A new heat main (approx. length 500m) will connect the system to 13 existing heating systems (via heat exchangers) serving 19 buildings. The new district heating system will also provide heat to a Visitors Centre, which is currently heated with electric heaters. As well as the plant room foundation, builders work will be required to clear structures and create an access road to the plant room. Electrical power to the new plant room will be provided under a separate contract. All existing oil / LPG plant will need to be removed from the plant rooms. 2. Glasshouses District: High temperature GSHPs with an approximate capacity of 224kW are to be located in an existing plant room. A new heat main (approx. length 100m) will connect the system to provide heat to 5 glasshouses already supplied from the plant room, plus the nearby Gardener's Cottage, currently heated by a wood burner. Builders work may be required to create plinths for the new plant; plus a foundation slab for the thermal store, which will be located outside the plant room. Existing oil plant will need to be removed from the plant room serving the glasshouses. 3. Ground Array: Both districts will be supplied from a single large ground array of approximately 120,000m2, to be installed in nearby fields within the College grounds.
