REQUEST FOR INFORMATION (RFI) for the provision of facilities Management and IT systems for the Air Domain - Request for Information (RFI) For the Provision of Facilities Management and IT Systems for the Air Domain Section 1: Introduction This RFI intends to achieve two main outcomes: 1. Align the MOD requirement with industry capability and capacity. 2. Develop a route to market that will deliver the best value for money for Defence. Please Note: 1. This RFI is an information gathering exercise only, no further discussions with industry are planned at this stage. 2. This request is not a commitment by the Authority to launch a formal procurement activity and the requirement detailed below is subject to change. 3. The Authority will assess responses to the RFI and may seek further clarification. 4. Participation in the RFI will not be taken as an expression of interest. 5. Participation in the RFI will not be a prerequisite for participation in any future procurement activity. 6. By receiving information under this RFI, the Authority is not obligated to enter a Contract and any future procurement activity will be at the Authority’s discretion. 7. Section 2: Brief Overview of Requirement Air Command has an ongoing requirement to ensure that Evidence Based Decision Making (EBDM) leads their thinking and directs future capability identification and subsequent exploitation. To achieve this, analysis of the current digital landscape and identification of opportunities and current issues is needed. The RCO Air Information Experimentation (AIX) Division is tasked with analysing technology trends, emerging capabilities, and providing information-based understanding through demonstration, experimentation, Data Science, Analytical studies, and technology investigation. To support existing projects and facilitate both information experimentation and the development of digital solutions, the AIX built and developed its own secure and accredited Collaborative Analysis Platform (CAP), Official Sensitive (CAP-A) and Secret (CAP-C) clouds for use as development environments. The upkeep and maintenance of these are paramount to MOD business needs. This upkeep also involves the facilities and amenities currently found at Farnborough Cody Technology Park where the RCO groups are located at. A Fusion Engineering Doctoral Training Partnership - The FOSTER – Fusion Opportunities in Skills, Training, Education, and Research - programme has been set up to deliver this government target as an initiative to enhance the UK’s fusion skills ecosystem, with international reach, that can train and grow the fusion generation who will be responsible for putting fusion energy on the grid. The primary output that this competition is looking to achieve is the training of several cohorts of structured doctoral level (PhD, EngD, or other doctoral level qualification) students in disciplines associated with the engineering of a fusion pilot plant, with skills sets ready to be utilised within the future fusion workforce in the UK. We are seeking to appoint one or more educational establishments, or consortia thereof, who are interested in working with UKAEA to develop and deliver a new focussed platform for doctoral training in fusion engineering disciplines. Gloucestershire Young people therapeutic residential - diagnostic review into the need for Tier 2 drug and alcohol services. - Three individual therapeutic residential for children and young people to inform a research study report and build on the current knowledge of the impacts of lived experience of substance misuse on the health of children and young people and to get a better understanding of their support needs. This is to understand the level of need within the county, and may shape future commissioning improvement plans supporting Tier 2 drug and alcohol services. We need three individual residential studies focusing on engaging with different cohorts of children and young people • Children and Young People who are carers of a family member with substance misuse. • Children and Young people from alternative education provision with experience of substance misuse. • Young people known to the Youth Justice system with experience of substance misuse. The residential will be for young people aged 10 - 18 years, and up to 25 years if they are care experienced or have an Education and Health Care Plan. This is to help produce a detailed assessment report of the support and socio-demographic characteristics of the needs of young people. The reports will identify which tier 2 level of support services would be the most beneficial for their cohort of young people based upon response gathered. The bespoke analysis from these 3 reports will support intentions for Gloucestershire's Tier 2 support for substance misuse.

It will also test the role of statutory organisations in making local systems more resilient and accessible, and the economic impacts of support those furthest from the labour market into mainstream long-term employment. The Project also involves new ways of working with local partners and stakeholders in different parts of local systems to ensure solutions are co-designed and co-delivered and put citizens at the heart from the outset.

Blackburn and Darwen Town Centres Heat Network Feasibility Study - Blackburn and Darwen Borough Council (BwDBC) are looking to appoint a Consultant to undertake and prepare a detailed technical appraisal and economic viability study into the establishment of a low carbon heat network covering the Town Centres in Blackburn and Darwen towns. Development and Manufacture of HI-6 Powder for Solution - Development and manufacture of HI-6 DMS powder for solution product. The Authority requires a supplier to provide services for the development, scale-up, clinical and potential future commercial supply. The supplier will be providing product into UK, Canadian and European Union regulatory areas as a minimum. The supplier will provide all supporting manufacturing studies necessary for all stages of product development. The product should be considered light sensitive for the purposes of long term storage but specific measures should not be necessary for production processes. The Authority will provide the Active Pharmaceutical to the supplier for all activities.

World Heritage Site Governance and Financial Resilience - AWARD - The nineteen World Heritage properties located either wholly or partially in England operate under a range of governance structures and financial models. These include partnerships between public bodies, central government funded trusts or partnerships led by independent charitable trusts. There is a need for a more comprehensive understanding of the current operating models and any vulnerabilities to enable individual sites (and their decision makers), as well as potential funding partners, to refine and target resources to ensure that World Heritage properties have optimal management systems. An evidence base on how these different models work in practice, and how their success can be measured and monitored, would support decision making regarding these arrangements at individual property level. To provide such an evidence base, Historic England wish to commission research and analysis of different types of governance and finance models currently in place at World Heritage properties in England. This work is to be undertaken through desk -based assessments of property Management Plans and other documentation, and discussions with key stakeholders at each World Heritage Site in England. We are particularly interested in understanding current governance and finance models at World Heritage Sites in relation to models in equivalent sectors. For this reason, proposals from contractors with relevant experience of the operation of small organisations, particularly in the charity sector, are welcomed regardless of heritage sector experience. In line with Historic England's commitment to secure sustainable futures for historic places, this work will contribute to assessments of how different governance and financial models can help achieve greater sustainability of management for World Heritage properties. The products of the project will improve knowledge that will develop the sector with the assistance of published advice. The project will also support Historic England's role advising the UK State Party on implementation of the 1972 UNESCO World Heritage Convention.
